With reference to the interview Sir Alfred Dent had with you a few days ago, and in compliance with your desire that certain information then given verbally, in support of the Bank's memorial to the Treasury regarding its Note Circulation in the Straits Settlements and Hongkong, should be placed before you in the shape of a memorandum. I have now to make the following remarks.
The contraction in the total amount of Bank notes circulating in the before-mentioned Colonies has been the means of, and is causing great inconvenience
